Managing Director, Policy

Breakwater Initiative seeks a Managing Director, Policy to lead its policy function, which seeks to turn the best policy ideas into popular, widely supported positions. Reporting to the CEO, the Managing Director will build the policy team and serve as Breakwater's senior-most policy expert, developing our high-impact positions and ensuring that they are rigorous and well-grounded in best-practice and experience. The remit is expansive. Breakwater's agenda spans the full economic footprint of AI: labor, tax, economic and industrial policy, the safety net, and questions of ownership. The right person need not be a deep expert in all of these but brings real depth in several and the range to engage credibly across the rest — and can hold their own with the best experts and officials in the field, synthesize competing inputs into a clear point of view, and rigorously develop the strongest ideas into concrete proposals to advance prosperity and agency for workers in an AI world. The org chart is flat, the strategy is evolving, and some days the most important work will not appear on any job description. Director, Policy and Advocacy

Breakwater Initiative seeks a Director, Policy & Advocacy to lead the engagement strategy behind the organization's flagship policy agenda, built to shape the national debate on AI and work. This role reports to the Policy Managing Director and is responsible for moving Breakwater's ideas into the mainstream of American policymaking: identifying who needs to be reached, building the relationships and materials to reach them, and making sure the agenda is not just intellectually sound but viable in the real world of Congress, statehouses, governors' offices, thought leaders, and the public. This is a role for someone who has worked inside government, campaigns, or advocacy and knows whom to call, which rooms matter, and how decision-makers and advocates actually think. The Director will own Breakwater's engagement with decisionmakers at the federal and state levels, build a network of champions and validators across the political spectrum, and bring hard, practical judgment to the policy development process. The Director will lead this work, drawing on consultants and advisors as required. This is a startup. The org chart is flat, the strategy is evolving, and some days the most important work will not appear on any job description. The Opportunity This is a role for someone who wants to build the operational backbone of an organization as it grows from being a fiscally sponsored project to one or more independent organizations. Reporting to the President, the Operations Manager will initially ensure that the core people and culture, finance, IT, facilities, and legal and compliance processes of our fiscal sponsor are integrated and adapted to meet our strategic and operational needs. As Breakwater matures, the Operations Manager will help architect its transition to one or more independent entities, standing up systems, processes, policies, and infrastructure that a high impact and durable institution requires. Breakwater is small, fast-moving, AI native organization and still writing its own playbook. This is a hands-on, do-the-work role: the Operations Manager will set up systems as often as they run them, and will be the connective tissue between Breakwater, its fiscal sponsor, its vendors, and its funders. The right person is unusually organized, resourceful, and trustworthy, with a builder's instinct. They are energized by creating order out of ambiguity and take pride in an organization that simply works.
